Resumen

El Fondo de Estabilización de Precios de los Combustibles (FEPC) de Colombia, creado en 2007, busca amortiguar las fluctuaciones internacionales del precio del combustible. Sin embargo, el fondo ha acumulado un déficit significativo, generando una carga fiscal importante para el país. Este déficit afecta tanto la sostenibilidad financiera de la estatal petrolera colombiana así como la estabilidad macroeconómica de Colombia, además de distorsionar las señales de precios y desincentivar la inversión en energías limpias. Este estudio ahonda las diferentes opciones de reforma propuestas e  identifica fallas estructurales, este análisis puede ser útil para formuladores de políticas, economistas y expertos en energía interesados en los subsidios a los combustibles fósiles y la sostenibilidad fiscal.

Eusebio Jose Orozco Cera is a professional with a robust and diverse background in petroleum engineering, chemical engineering, sustainability, innovation, geosciences and economics. He holds academic degrees from prestigious national and international institutions. His career includes roles as an advisor, instructor, consultant and national and international speaker. He has participated as a speaker/moderator in numerous conferences and events of global prestige, such as the International Petroleum Technology Conference (IPTC), the SPE Annual Technical Conference and Exhibition (ATCE), the Canadian Energy Technology Conference and Exhibition (CETCE), EOR-TCP of the International Energy Agency, International Congress of Environmental Research and Innovation, National and International Congresses of Geology, Exploration, Geophysics, Chemical Engineering Congress, Inter-American Exhibition Congress of Petroleum Technology, CCUS trends O&G SPE, as well as other regional and national events in countries such as Malaysia, Canada, USA, Dominican Republic, Peru, Brazil, Mexico, etc.

He has worked at the Olof Palme Foundation, in research agreements at the Industrial University of Santander, in operations at Lewis Energy, in services at Schlumberger, in Resources, Supervision, Operations and Reserves at the ANH of Colombia. He has recently worked in supervising contracts at Tecnalia I & D, teaching unit operations at Chemical Engineering at EAN University, among others.

He is a prolific author with publications and books that cover areas such as Energy Innovation, Energy Economics, Unconventional Resources, Asset and Portfolio Management, Information Management, Strategic Planning, Geothermal Energy, Energy Systems, Energy Transition, Hydrocarbon Reserves and Resources, etc. He belongs to various professional associations including ACIQ, AAPG, ACGGP, SPE and IAPG. He has been recognized with various awards and honors, including the Javeriano Order of Academic Merit from the faculty of Economic and Administrative Sciences, distinguished student two times of the UIS, as well as in the Colombian Olympiads of Physics and Mathematics, and mentions for Academic Excellence and Merit Educational.
